1.  The Shoalhaven Business Awards conducted in 2008, with marketing and promotions to encourage local business entries.  In 2007/2008 several Shoalhaven businesses won regional and wider awards for excellence in industries such as business services, hospitality, tourism and manufacturing.  2.  The South Coast Tourism Awards  - all Shoalhaven tourism businesses are encouraged to enter the South Coast Tourism Awards and then further encouraged to enter the State and National Awards each year.

The long term financial plan was developed in detail in late 2006, early 2007 and formed the basis for the development of the 2007/08 and 2008/09 budget and management plan.  The long term plan will be reviewed in late 2008 to early 2009, to be incorporated into the planning for 2009/10.

Council has adopted ESD Guidelines to ensure consideration of the issue amongst Council's operations. Ongoing review of sustainability initiatives occurring and where possible new initiatives are fostered.  Council was successful in obtaining funding in association with Eurobodalla Shire Council to enable the LGSA to run sustainability training for Councillors and Council staff - this training took place in Oct 2007. Council has established a Climate Change Risk Management Working Party and joined the Cities for Climate Protection Program and is working toward achievement of milestones 1&2 of this program.

Shoalhaven will be known nationally for its excellence in waste reduction, energy efficiency, recycling and effluent disposal.  (page 7 & 13)

Council was highly commended in the Local Government Excellence Awards in December 2007.  The acknowledgement was as a result of a trial undertaken to enhance home composting as a sustainable method for managing garden and kitchen organic waste in the Shoalhaven area.  Following on from this success, in December 2008 Council awarded contracts for a city wide roll out of 5,000 home composting bins and kitchen tidy bags, including training to interested residents.  This home composting technique has the potential to considerably reduce the required number of garbage collection trucks, reduce the number of garbage bins and reduce domestic waste to landfill.  This is one of a suite of options being investigated by Council to resource recover in the Shoalhaven, and manage waste in a more positive and pro-active process.

There are currently 77 Active Bushcare Groups within the Shoalhaven with approximately 70 groups carrying out works within the first quarter of this financial year. In the last two financial years, a total of 33,500 volunteer hours has been donated by the groups for works within the Shoalhaven.

Significant grants lodged to State's Floodplain, Estuary, Coastal Program to continue advancing on three year forward program; announcements pending. Targets are to advance from completed Flood Studies to Risk and Management Planning phases, review outdated Estuary Management Plans and continue rehabilitation projects. "Grow me instead" Booklet - Preparation and production funded by Southern Rivers CMA through the Shoalhaven Councils Group. Project managed by Shoalhaven City Council in association with Bega Valley Shire, Eurobodalla Shire and Wollongong City Councils and the Illawarra District Noxious Weeds Authority. Improving accuracy of EECs - Pilot mapping project being undertaken with Department of Environment and Climate Change.

Council's highly responsive planning and operational system will continue to be enhanced, in particular the co-ordination with other emergency services.  (page 15)

DISPLAN has been regularly reviewed and updated as required.  Council has undertaken the Emergency Risk Management process in co-operation with local emergency response agencies in preparation for the next stage of developing risk treatments.  The Emergency Operations Centre Internet connections have been upgraded to significantly improve combat agencies ability to connect to their internal networks.

Implementation of Shoalhaven Rural Fire Service Strategic Plan.  (page 15)

Council continues to provide expertise, particularly infrastructure design and project management, where required by the Rural Fire Service (RFS), to successfully implement the RFS Strategic Plan.  Council co-ordinates and chairs the Rural Fire Service Strategic Committee and is represented at the RFS Liaison Committee to oversee implementation of the Plan.

A major review of the SES Strategic Management Plan is on the Agenda for this year.  This has been delayed as the SES were waiting for the Region to update their Plan.  A new Committee was to be formed in early 2009 to draft a new Strategic Plan for 10 years which will be available in April 2009.

Sewage strategies - to ensure that sewage services are provided in a timely and cost effective manner and to reduce their impact on the environment.  (page 13) (on-site effluent; reticulated sewage will be covered by Shoalhaven Water later)

All new applications for on-site systems are assessed against the requirements of DCP 78, On-Site Sewage Management (SMF), to ensure protection of environmental and public health requirements.  The SMF inspection program uses risk based assessment methodology to prioritise inspections of on-site systems that have the highest potential for environmental harm.  Inspections are also targeted to geographic areas of high environmental sensitivity such as Kangaroo Valley.  A program for identifying those systems across the City that do not have operational approval has also been implemented.

Seek to continually improve the environmental performance and management for all development.  (page 15)

Council seeks to continually improve its environmental performance through consistent enforcement of its regulatory responsibilities and monitoring of the impacts of Council decision.  The State of Environment Report (SoE) is an illustration of how comprehensive this approach has become.  The SoE is consistently reviewed to improve its effectiveness.  A snapshot summary of the report is being produced which is intended to be a simplified version of the SoE report that presents the information as a graphical representation of a particular indicator.  This format is a pilot that may lead to Council being able to benchmark its environmental performance against other Councils and Corporations as well as being able to present its environmental performance in a more 'real time' scorecard appearance.

Actively seek the rehabilitation of sites that are causing environmental problems.  (page 15)

Council has actively sought the rehabilitation of sites that are causing environmental harm through the issuing of clean-up notices, orders under the Environmental Planning and Assessment Act and through court-ordered rehabilitation plans.  Council has also issued, prevention notices, penalty infringement notices and commenced legal proceedings where pollution incidents have occurred.

Develop effective environmental awareness programs with the community.  (page 15)

Council has undertaken awareness programs through the use of media, public displays, education materials for DIY safe (asbestos, lead-based paint etc), woodsmoke and other air pollution reduction measures, protection of threatened species, management of companion animals, effective management of on-site sewage management systems, ways to stop pollution of waterways from domestic sources e.g. washing cars, proper disposal of oils and chemicals and litter reduction.  Council also undertakes face to face community awareness regularly through its officers on issues such as neighbourhood noise and control of pollution from building sites.  Council has also implemented environmental education programs with local high schools in partnership with the Student Workplace Learning Program.

A community survey has been undertaken to get feedback on the most useful and valued indicators.  Survey results and results of previous community workshops have been used to define indicators and develop this year’s report as well as develop indicators and the framework for the summary report.

Council currently uses 61 indicators to monitor the State of the Environment within SCC.  These indicators have been reviewed in response to community consultation and research of other corporate and local government indicators used to measure environmental performance.

 Structure Plan was finalised and endorsed by the NSW Department of Planning in February 2008. Final Structure Plan document is now publicly available. Implementation is being considered through the preparation of Shoalhaven LEP 2009, to be exhibited early 2009.

Shoalhaven Housing Strategy 2006 was adopted by Council on 27 June 2006.  Various initiatives being advanced including requirement for adaptable housing as a component of the proposed subdivision of Dual Occupancy Development, for which a policy was adopted during 2007. Is also considered and implemented as part of relevant strategy planning projects and reviews.

Towns and villages will thrive with a range of low visual impact, affordable and well designed housing and meeting places where people feel they belong.  (page 7)

The Shoalhaven Housing Strategy 2006 was adopted on 27 June 2006.  Opportunities for affordable housing will continue to be investigated through the implementation of the Strategy.  Various DCPs and planning policies being finalised to ensure well designed housing - single dwellings, higher density etc. For example, during 2007 Council adopted a policy to enable subdivision of dual occupancy development which will help to facilitate this form of development in appropriate locations. Is also considered and implemented as part of relevant strategy planning projects and reviews.

Opportunities for rural living will be made available where this is in keeping with the area's natural attributes.  (page 7)

Shoalhaven Rural LEP gazetted in 1999.  Provided additional rural living opportunities.  The State Govt's South Coast Regional Strategy does not however support continued rural residential rezoning.

CBD's will be attractive, safe and people-friendly, and creative solutions will be found to entice more residents to live in these central areas.   (page 7)

Work is continuing on the review of the CBD DCP's for  Huskisson and Ulladulla.  Community based workshops are being held for Huskisson and Ulladulla and 3D modelling has been undertaken for both of these towns.  Review of the Nowra and Bomaderry town centres DCPs will be advanced in 2009.

Shoalhaven will remain at the forefront of commercial visitation in the State.  (page 6)

 

Shoalhaven was promoted in government and industry forums.  Work concentrated in defence, manufacturing, agribusiness and government infrastructure sectors.  Several new businesses established during the year with others advancing their planning during the period.

Implementing the Shoalhaven TOURISM MASTER PLAN.  (page 17)

The new Shoalhaven Tourism Master Plan was adopted by Council on 24th April, 2007.  The implementation of the Plan is reviewed yearly.

Encouraging greater diversity in tourist accommodation, including:
*  four star hotel and conference facilities

A number of investors were assisted in advancing their development plans for major tourism infrastructure.

Innovation, research and development via links with the revitalised Defence Station (HMAS Albatross) and the University campus will attract new and stronger wealth producing businesses to the area (eg avionics and other high technology industries).  Our aim is to create 30% more jobs by 2011. Major defence projects to be rolled out over next decade were assisted and stimulated.  Liaison with contractors/tenderers was maintained.

Main Road 92 (Shoalhaven Highway Nowra - Canberra) major upgrade.  Council committing $12 million towards construction and strongly urging State Government to join Federal Government and Council in funding the road.  (page 17)

 

Council has worked co-operatively with State and Federal Governments to bring about the approval of construction of 53 kilometres of Main Road 92 from Nowra to Nerriga.  All three levels of Government are now contributing significant funding to the project which is being managed bt the RTA.  Construction has been split into 3 stages with the 24km long Stage 1 from Hames Road to Morton National Park has been completed and construction of the 9 kilometre Stage 2 from Bulee Gap to Nerriga due for completion in mid 2009. Tender prices for the construction of Stage 3 from Tianjara to Bulee Gap exceeded available funding and the State and Federal Governments are now negotiating to fully fund this stage.

Council has worked with service providers, Police, community groups and all sectors of the community to grow and develop  the various communities within the Shoalhaven.  This included working with Children's and family services to improve the provision services; working with the Police, Shoalhaven Liquor Accord, Service providers and concerned members of the public to improve Community Safety.  This has included preparations for the installation of CCTV and development of a new Crime Prevention Plan for the Shoalhaven; working with Domestic Violence services to reduce the incidence of violence; working with youth services to coordinate services and activities for youth; working with members of the Aboriginal community to ensure equality and access to services; working with culturally and linguistically diverse people to raise awareness of available services and improve their access to services; assisting groups seeking funding; improving service information to residents through the development, printing and distribution of directories and facilitation of service networks, organising community events to promote issues of concern in the community.

Park Road Nowra – Netball Courts approved with tenders to be called early 2009. Masterplan for Lyrebird Sports Park finalised and DA lodged for Stage 1A. Rugby Park facilities upgraded. Northern Leisure Centre – preferred site assessed with an option of two areas at the Bomaderry Sports Complex to be further considered in detailed site review. The DA for synthetic hockey has been approved with environmental legislative requirements currently being considered. Location of Northern Indoor sports centre adopted, and EOI of preferred partner nominated for the development and operation being evaluated.

Council is continuing to undertake regular inspections of food shops to determine if they are complying with food safety standards and skin penetration premises and mortuaries to determine if they are complying with public health requirements.  Council commenced the ‘Food Regulation Partnership’ with NSW Food Authority.  Council is also monitoring the condition of natural waterways and public/semi-public pools to ensure they meet the required public health standards for safe swimming.  Council is participating in the Beachwatch program to intensively monitor water quality at 12 beaches over the peak summer period.  Council continues to audit drinking water quality to make sure it is meeting National Health Guidelines.

Average household water consumption has significantly decreased throughout the life of CityPlan, and the targets surpassed.  An average of 167kl was achieved in the 2004/05 financial year, and this has again been reduced to 149kl for the 2007/08 year.

SUCCESSFUL COMMERCIAL OPERATIONS - To successfully manage Council's commercial operations in an open and competitive manner.

Planned upgrades to the Tourist Parks will keep them number one in the State. (page 24)

The 2008/09 Capital Works Program for Holiday Haven Tourist Parks includes works designed to improve amenity facilities replacement of aging cabin stock and the upgrade and connection of sewer to a number of properties.  A significant allocation will also foster new technology for bookings and communications systems across all properties.
